There are a number of outstanding ambiguities around the correct interpretation of the rules of the game since the release of the Thunder's Edge expansion.

In addition to the official rules of the game, we will primarily be referring to two FAQ documents that have been produced by the Twilight Imperium community in order to address rules questions posed either in the run up to the tournament or during games:

Where these FAQ documents do not answer a question or provide a conflicting answer, the organisers will make a ruling that will apply for the tournament. This will allow for certainty and consistency between games.

What order do factions (that have a choice of starting technology) pick their starting technologies?

These decisions are made in Speaker order, starting with the Speaker. The exception to this rule is Council Keleres, who always pick last.

Can you score public objectives if you are coexisting on your home planets (not outright controlling them?)

Yes.

When a planet you control is invaded, can Deepwrought Scholarate choose to go into coexistence?

Yes. If DWS control the planet, and someone else invades, it is up to DWS to choose whether or not to coexist. If in future turns, DWS is coexisting, it’s up to the person committing ground forces to decide if they allow them to continue coexisting or if they wish to fight them.

Do Empty Void Tethers remain in play if the Empyrean player is eliminated, and if so, what effect do they have?

The Empty Void Tethers remain on the game board and, since the Empyrean player can no longer allow another player to treat the two systems as adjacent, they will never be treated as adjacent.

What happens if there is no legal placement of Thunder’s Edge?

This will not be a possibility at the tournament, and thus we have not made a ruling on this.

What is the interaction between Coup D'etat and Extreme Duress?

Extreme Duress is played and resolved. The active player, should they opt to resolve a Strategic Action can then have Coup D’etat played. Coup D’etat cancels the action, so the active player has still not performed their “next action” for Extreme Duress. Extreme Duress will remain in play until that player’s next turn, where they must still resolve a Strategic Action or suffer the consequences.

Does the Crimson Rebellion faction ability 'Sundered' prevent the use of wormholes for all purposes?

It prevents the use of wormholes for movement. All other uses of wormholes are still permitted.

Can the Ral Nel Consortium's Destroyers use Deep Space Cannon?

No, they can only use Space Cannon within their own system. 

Can you exhaust Thunder’s Edge to perform an additional action on the turn where you have just passed?

No.

If Ral Nel discovers DMZ on a planet, do they return all structures on the planet to reinforcements or can they go into the space area?

DMZ specifically says that all structures on the planet are returned to reinforcements, then all ground forces go to the space area.

Can Clan of Saar score public objectives after purging their home system with The SIlver Flame?

No. Even though the card is purged, the effect of not being able to score public objectives remains.

Does the Naaz Rohka breakthrough pop immediately when the fourth mech is moved into the system, or can the Naaz Rohka player choose to flip it at any point when four mechs are present in one system?

The player can choose to flip the breakthrough at any time, it does not have to be at the moment the fourth mech enters the system, as long as there are four mechs present in the same system.

Can the Naaz Rohka Alliance breakthrough be flipped when it would place the Eidolon Maximum in a system that contains another player's ships?

The Eidolon Maximum is either in the space area or on a planet at any given moment in time. If three mechs on the ground in a system are used to create the Eidolon Maximum below another player's ships in the space area, it will remain on the ground until subsequently moved in a tactical action.

There are a few consequences that follow from this ruling: if the Eidolon Maximum is on the ground, then it does not prevent the movement of another player's ships through the above space area. If it is on the ground on a planet, it does not blockade another player's Space Dock on another planet in that system. If the Eidolon Maximum is on the ground below another player's ships and another system is activated by the Naaz Rohka player, the Eidolon Maximum would not be able to move to the active system as it cannot move through the other player's ships (unless Light Wave Deflectors or another ability allows it to do so).

Can you flip the Naaz Rohka Alliance breakthrough to place the Eidolon Maximum if the law Articles of War is in effect?

Yes, as long as you have 4 mechs in the same system, you can create the Eidolon Maximum. The fact that mechs have lost their printed abilities does not prevent this.

What happens to the planet Avernus if Muaat are eliminated?

The planet remains in play.

If the Crimson Agent Ahk Ravin swaps a ship out of a Gravity Rift - does it roll for it?

Yes. In keeping with the precedent set by other components and the ruling currently being used on Async, the effects of anomalies do apply to this agent.

Can you look through the Exploration and Relic card decks?

Yes, a player can look through the contents of any of the exploration decks or the relic deck at any point during the game as long as this is done in view of the other players and the deck is then thoroughly shuffled before being replaced. This saves time compared to having to work this out by process of elimination or referring to online/reference information. Other decks such as the Agenda deck or Action Card deck can not be looked through during the game.
